For me It would need to be a fully new build from the ground up. There are to many issues with the current stadium. From the pitch dimensions( the drop of doom) to the roof being to low and all its leaks. The steepness and tight confines of the upper level seating. Building up the south stand only boosts capacity and papers over the roof. The right to light laws and the costs of doing anything over the train lines makes it massively prohibitive. It could end up being only a few hundred million difference in a new build and a renovation. £2billion vs £1.5-1.8 Billion Have a new build stadium and then downsize the current stadium for the youth and women's teams.
